Message from HSAS President Panos Xenokostas

The Greek shipbuilding industry is entering a period of substantial repositioning, following a long phase of stagnation and loss of productive momentum. The developments recorded during 2025, as well as in the first four months of 2026, are not isolated events. They constitute a clear trend toward the sector’s return to the forefront of economic and industrial developments in the country.

The dynamic relaunch of major shipbuilding facilities in recent years—with ONEX shipyards in Elefsina and Syros serving as the most striking example— the activation of investment schemes, the need to strengthen defense shipbuilding, and the growing connection with the international shipping market are shaping a new environment. An environment in which Greece has the opportunity to leverage comparative advantages that have remained untapped for decades.

At the same time, international developments—the energy transition, geopolitical tensions, and the restructuring of supply chains—highlight the importance of shipbuilding capacity as a factor in economic resilience and national security. Shipbuilding is no longer an isolated industrial sector. It is a critical link in the broader chain of shipping, energy, and defense.

In this context, the Conference of the Hellenic Shipyards Association aims to serve as a platform for a substantive and realistic dialogue. The goal is to assess the current situation, highlight the challenges, but above all to establish a coherent framework of priorities for the coming years.

The timing is critical. The country possesses maritime strength, a strategic geographic location, and a skilled workforce. What is needed is synergy, political stability, and consistency in implementation.

The future of the Greek shipbuilding industry cannot be based on piecemeal actions. It requires a plan, sustainability, and a shared direction.

With these thoughts in mind, I welcome you to the Conference of the Hellenic Shipyards Association .

Minister of Development

Biography

The Minister of Development, Takis Theodorikakos, is a Member of Parliament for the Southern Sector of Athens with New Democracy. He was born in Piraeus in 1964 and graduated from the Ionideios Model School. He worked for 20 years as a political researcher, analyst, and strategic consultant, while also serving as scientific associate and president of GPO SA from 2000 to 2016. He holds a PhD in Public Policy from the University of the Peloponnese and has presented social and political research studies in Greece and abroad.

Biography

Minister of Labour and Social Security, Niki Kerameus is a lawyer and Member of Parliament for the Northern Sector of Athens with New Democracy. She has extensive experience in law and public administration, having previously served as Minister of Education and Minister of Interior. She graduated from Université Paris II Panthéon-Assas and holds an LL.M. from Harvard Law School specializing in arbitration law. She has practiced law in both Athens and New York and is a member of the Athens and New York Bar Associations.

Minister of Maritime Affairs and Insular Policy

Biography

The Minister of Maritime Affairs and Insular Policy, Vasilis Kikilias, was born in Athens in 1974. He graduated from Leonteios School of Nea Smyrni and studied at the Medical School of the National and Kapodistrian University of Athens. He continued his postgraduate studies at the National School of Public Health and earned a doctorate from the Medical School of Athens. He is an orthopedic surgeon. He has served as Minister of Public Order and Citizen Protection, Minister of Health, Minister of Tourism, and Minister of Climate Crisis and Civil Protection, while also serving as a Member of Parliament for New Democracy in the First District of Athens.

Alternate Minister of Infrastructure and Transport

Biography

The Alternate Minister of Infrastructure and Transport, Konstantinos Kyranakis, is a Member of Parliament for the Southern Sector of Athens with New Democracy. He has been active in the fields of communication, entrepreneurship, and digital policy. He served as Deputy Minister of Digital Governance and played an active role in initiatives related to the digital transformation of the state and the use of new technologies. At the Ministry of Infrastructure and Transport, he has undertaken responsibilities related to the modernization of transport services and the improvement of public services for citizens.

Deputy Minister of National Defence

Biography

The Deputy Minister of National Defence, Thanasis Davakis, was born in Athens in 1962 and originates from Kehrianika in the Municipality of Eastern Mani. He studied Law at Democritus University of Thrace and Philology at the National and Kapodistrian University of Athens. He was a postgraduate scholar at the Centre for Modern Greek Research of the National Hellenic Research Foundation. He was first elected as Member of Parliament for Laconia in 1993 and has served as Deputy Minister of National Defence in both the governments of Antonis Samaras and Kyriakos Mitsotakis.

Biography

U.S. Ambassador to Greece, Kimberly Ann Guilfoyle has extensive experience in law, political communication and media. She began her professional career as a prosecutor in California and later gained national recognition through her presence on major American television networks. She has played an active role in political campaigns and public affairs initiatives in the United States. Her appointment to Athens reflects the importance of Greek-American relations at both diplomatic and strategic levels.

Biography

Ambassador Juseong LIM is a career diplomat of the Republic of Korea with extensive experience in bilateral diplomacy, protocol, and international cooperation. Since joining the Ministry of Foreign Affairs in 1996, he has actively served both at the Ministry’s headquarters and in overseas missions, including in Belgium, Lebanon, the United States, Singapore, Egypt, and Germany. He currently serves as the Ambassador of the Republic of Korea to the Hellenic Republic.

Chief of the Hellenic National Defence General Staff

Biography

Chief of the Hellenic National Defence General Staff, General Dimitrios Choupis has extensive experience in operational and senior staff positions within the Hellenic Armed Forces. Born in 1965 in Serres, he graduated from the Hellenic Army Academy in 1987 as a Signals Second Lieutenant. Throughout his military career, he has served in field units, military formations and senior command structures, while also holding high-level leadership positions. As Chief of Defence, he places particular emphasis on joint operations, modernization and the operational readiness of the Armed Forces.

Biography

Chief of the Hellenic Coast Guard, Vice Admiral Christos Kontorouchas has extensive experience in maritime security, border surveillance and operational coordination. Born in Athens in 1973, he graduated from the Law School of the University of Athens and entered the Hellenic Coast Guard Officers School in 1997. Throughout his career, he has served in both operational and senior staff positions, playing an active role in migration management, search and rescue operations and the broader operational activities of the Hellenic Coast Guard.

Biography

President of the Hellenic Shipyards Association and Chairman & CEO of ONEX Shipyards & Technologies Group, Panos Xenokostas is considered one of the key figures behind the revival of the Greek shipbuilding industry. Under his leadership, the Syros Shipyards returned to full operation, followed by ONEX’s involvement in the Elefsis Shipyards. He has extensive experience in shipping, defense, technology and investment sectors, maintaining strong business activity in both Greece and the United States.

CEO of Hellenic Defence Systems (EAS), Christoforos Boutsikakis is an economist with both political and administrative experience. In his current role, he is leading the modernization and operational strengthening of Hellenic Defence Systems at a time when Greece’s defense industry is gaining increasing importance for national security and international defense cooperation.

Biography

Honorary Chief of the Hellenic National Defence General Staff and former Chief of Defence, General Konstantinos Floros served for decades in the Hellenic Armed Forces, specializing in Special Operations and joint military operations. Born in Chalkida in 1961, he graduated from the Hellenic Army Academy in 1983 as an Infantry Second Lieutenant. Throughout his military career, he held senior command and staff positions in Greece and NATO structures. He served as Chief of the Hellenic National Defence General Staff from 2020 to 2024, focusing on operational readiness, international military cooperation and the modernization of the Armed Forces.

Biography

Director General of the General Directorate for Defence Investments and Armaments (GDDIA), Major General Ioannis Bouras has extensive experience in defense procurement, telecommunications and strategic defense planning. Born in Athens in 1966, he graduated from the Hellenic Army Academy as a Signals Second Lieutenant. Throughout his military career, he has served in senior positions within the Hellenic Army, the Hellenic National Defence General Staff and NATO structures. He also served as Director of Defense Programs and Principal Contracts at GDDIA. Since 2024, he has been leading GDDIA, focusing on the modernization and technological advancement of Greece’s defense procurement programs.

Biography

Secretary General for Shipping and Ports at the Ministry of Maritime Affairs and Insular Policy, Evangelos Kyriazopoulos is an economist specializing in maritime affairs, port policy and blue growth. He holds a Master’s degree in Maritime Studies from Cardiff College of Wales and a PhD focusing on “Ports, Spatial Planning and Regional Development.” He has taught in university and postgraduate programs and has extensive experience in ports, logistics, maritime spatial planning and shipping policy. In his current role, he oversees key policies related to Greek ports, maritime transport and port investments.

Biography

President of the Hellenic Chamber of Shipping, Giorgos S. Alexandratos has been active in the Greek shipping industry for many years. He studied Shipping Management at the University of Plymouth and completed postgraduate studies in Shipping Policy at Cardiff University. Alongside his institutional role at the Hellenic Chamber of Shipping, he is also active in the maritime business sector through Apollonia Lines. He frequently contributes to public discussions on shipping policy, competitiveness and the international role of Greek shipping.

He is a Mechanical Engineering graduate of the National Technical University of Athens and holds an MBA from Carnegie Mellon University. Throughout his professional career, he has held senior management positions in organizations and companies active in defense technology and industrial development.

He is the CEO of NAP Engineering, a company specializing in naval engineering studies and technical services for the shipping industry. At the same time, he serves as Honorary Consul of the Republic of Senegal in Greece and actively participates in organizations related to maritime innovation and technological development.

As President of SEEN, he institutionally represents the Greek passenger shipping sector on issues related to transportation, island connectivity and sustainable maritime development.

Chairman of the Greek Atomic Energy Commission (EEAE)

Biography

Serving as Chairman of the Greek Atomic Energy Commission (EEAE) since 2008, Christos Housiadas has been instrumental in the evolution and establishment of EEAE as a modern regulatory authority for radiation and nuclear safety. He is a Mechanical Engineer from the National Technical University of Athens and completed his doctoral studies at the INP Grenoble (Institut National Polytechnique de Grenoble). At the European level, he played a key role in the adoption of the Nuclear Safety Directive during the Greek Presidency of the EU in 2014, and he served for two terms as Vice-Chair, representing a non-nuclear EU Member State, of the European Nuclear Safety Regulators Group (ENSREG).
